Shelley Ryan joined the Firm in 2007. Ms. Ryan is an experienced litigator and appellate attorney, having argued numerous cases before the Minnesota State and federal district and appellate courts. The majority of her practice involves complex litigation for client cities and through the League of Minnesota Cities Insurance Trust. She has defended cities and their officials in cases involving construction, annexation, land use, zoning, eminent domain, environmental, contract, nuisance, and constitutional issues. Ms. Ryan has also recovered significant amounts of money on behalf of her municipal clients in cases involving employee misconduct and theft, including a six-figure judgment she obtained and collected on behalf of a local fire relief association. Ms. Ryan also represents private clients in a variety of business matters. She advises closely-held businesses and their owners regarding transactions, contracts, leases, and other business matters. She also represents one of the State’s largest non-profit home care companies with respect to general corporate matters, policies, and regulatory compliance. Ms. Ryan frequently represents her business clients in litigation.
Ms. Ryan is the City Attorney for the cities of Circle Pines and Cannon Falls and represents the Delano Public Utility Commission. She advises her government clients with respect to municipal contracting, ordinance interpretation and amendments, land use, nuisance and other civil matters. She has prosecuted, on behalf of her clients, several license and ordinance violations.
